Review of First Year of Merit-Based Incentive Payment System

The first full year of the Medicare Access and CHIP Reauthorization Act’s (MACRA) restructuring of the Medicare payment system for physicians is complete.  The 2015 Act repealed the Sustainable Growth Rate formula and replaced it with the Merit-Based Incentive Payment System.  The performance of the payment restructuring system has left doubts about its potential to improve patient care, even among members of the commission established to oversee the program.
